This incident has left many in a state of 'funding limbo', with artists and arts institutions facing mounting bills and an uncertain future. The crash in July caused a delay in the processing of thousands of funding applications, which only reopened in late September. Artists and leaders of arts institutions have reported receiving less money than initially promised by ACE, and some have even had their funding application extensions revoked.
The Arts Council England's Grantium platform, launched in 2016, was intended to streamline the grant application process and save costs. However, many users have described the aftermath of the shutdown as chaotic and confusing. Pui-Ka Cheng, a writer, director, and fundraiser for the ACE-funded project Drift, encountered significant difficulties in submitting her bank account details after the crash. She had to rely on her personal savings to cover expenses, as the Arts Council failed to provide proper assistance.
The issues with Grantium have been a long-standing concern. In May 2024, an open letter was sent to Dame Mary Archer, calling for a transformation of the system to make the grant process more efficient, equitable, and transparent. This was signed by prominent figures in the arts industry, including Shakespeare's Globe chief executive, Stella Kanu, and Actors Touring Company boss, Matthew Xia.
The impact of the Grantium crash has been particularly harsh for individual artists and small organizations. Pepa Duarte, an actor and theatre maker, received a £28,000 grant from ACE for her touring exhibition, but the system crash led to a £1,500 underpayment, affecting her rent. The bureaucratic process has been described as 'cruel', with artists and organizations seemingly punished for the extra workload caused by the crash.
The Arts Council's response to the crisis has been met with mixed reactions. While some have praised the new application processes introduced after the outage, others have criticized the system as feeling 'clunkier'. The culture secretary, Lisa Nandy, has stated that no additional financial support will be provided to overhaul the grant application system, leaving Arts Council England to address the issues independently.
